Thomas Hartmann is a lawyer and Brigadier General in the U.S. Air Force. He is currently serving as the legal advisor to the Convening Authority in the Guantanamo military commission. He has had several conflicts with the commission's senior prosecutor, Morris Davis.

Hartmann graduated from the United States Air Force Academy in 1977, and received a Juris Doctor with high honors from George Washington University Law School in 1983. After law school, Hartmann became an active duty Judge Advocate. In 1991, Hartmann left active duty and became a Judge Advocate with the Air Force Reserve. In 2006, Hartmann was promoted to Brigadier General.

As legal advisor to the Convening Authority in the Department of Defense's Office of Military Commissions, Hartmann is responsible for providing legal advice for any and all questions that arise in the course of military trials. In 2007, Morris Davis, chief prosecutor in the trial of five enemy combatants currently being held at Guantanamo Bay, complained that Hartmann was overstepping his authority. Morris said that Hartmann was interfering with the prosecution by giving orders as to what charges should be filed. In October, 2007, Davis resigned.
