Lawyer Scott Bloch heads up the Office of Special Counsel which investigates alleged government misconduct.

Prior to this appointment, Bloch served at the U.S. Department of Justice as associate director and deputy director/counsel, to the Task Force for Faith-based and Community Initiatives. Bloch's immediate reorganization of the agency and accusations that he did not support prohibition of gay discrimination brought controversy about his ability to do the job.

Bloch was appointed by President Bush. He has been under investigation since 2005 in relation to whistle blower claims that he abused his agency's authority, retaliated against its staff and dismissed those who spoke out about his alleged abuses.

Most recently, Bloch is accused of improper erasure of office computer e-mail files and using an outside company for the deletions.

An investigation, at the request of The White House, began by the Office of Personnel Management on May 6, 2008, to determine if the erasures were a part of proper protocol or obstruction of justice.

Bloch's home and offices were invaded by the FBI and computers and documents have been seized.
