Troopergate report: Palin abused power
An ethics report released by Alaskan lawmakers has found that governor and vice-presidential candidate Sarah Palin abused her power in a "troopergate" scandal earlier in 2008. The investigation, which began before Palin was selected by John McCain to be his running mate, has focused on allegations that Palin pressured Public Safety Commissioner Walt Monegan to fire state trooper Mike Wooten, a man who had been involved in a bitter divorce with Palin's sister. After Wooten refused, he himself was dismissed from his position. Palin has denied any wrongdoing.
A preemptive attempt by Alaskan republicans to quash the investigations was rejected by the Alaskan Supreme Court on October 9, 2008. The 300 page ethics report by Steve Branchflower, including another 1,000 supporting documents, was submitted to a 14-member panel of Alaska lawmakers on October 10, 2008. Based on Branchflower's report, the panel will recommend whether a criminal investigation is warranted.

On the afternoon of October 9, 2008, the Dow finished below 9,000, to close at 8579.19 -- its lowest mark since July 1, 2003. Many analysts cited continued investor concerns about a credit crisis as a major reason for the decline. Early in the day on October 10, 2008, the markets appeared to be rebounding slightly, but the Dow closed at 8,451.19--down 128 points from the previous day.
September 2008 Banking Crisis
Between September 15 and September 17, 2008, the average dropped a combined 800 points. On September 29, 2008, on news that the House of Representatives had voted against the Emergency Economic Stabilization Act of 2008, the Dow plunged over 680 points. The next day, the market rebounded somewhat, doing what observers have labeled a "Dead Cat Bounce."

Government takes direct ownership in banks
On October 10, 2008, Treasury Secretary Henry Paulson announced that the government would immediately exercise a provision of the $700 billion Economic Stabilization Act allowing it to directly purchase stock in financial institutions.
The Emergency Economic Stabilization Act of 2008 (EESA) is the final name of the bailout bill drafted by Congress and based on the budget developed by the White House. The legislation establishes a Troubled Asset Relief Program (TARP), and an Office of Financial Stability within the Treasury Department. The core of the act is to provide the Secretary of the Treasury with funds to purchase troubled mortgage and other assets from financial institutions.

Foreclosure Mitigation
- The Treasury Department must modify existing troubled loans wherever possible.
- Mortgages owned by other Federal agencies must also modify troubled loans where possible.
- Expands eligibility and available tools of the existing HOPE for Homeowners program
Taxpayer Protection
- Companies that sell some of their bad assets must provide warrants to ensure that taxpayers will benefit from any future growth
- Requires the President to submit legislation to cover any losses
Preventing Windfalls for Executives
- Companies who choose to participate will lose certain tax benefits and, in some cases, must limit executive pay.
- Companies who choose to participate must limit 'golden parachutes' and return unearned bonuses
Oversight and Transparency
- The Secretary must publicly disclose any details of any transaction under the act within two business days after the transaction.
- The legislation establishes an oversight board, with a special inspector general to protect against waste, fraud and abuse
- Funds to the Treasury will be given out in stages, requiring the President to certify that additional funds are needed, subject to Congressional approval.
- The Comptroller General is required to conduct ongoing oversight and report to Congress every 60 days.
Senate Revisions
Provisions added in the Senate's revised version of the bill include the following:
- $100 billion in tax cuts for businesses and the middle class.
- Increase in the amount of federal insurance for bank deposits from $100,000 to $250,000.

Did Mayor Palin charge for rape kits?
During Sarah Palin's time as mayor of the city of Wasilla, the city might have charged rape victims for rape kits, which are provided when victims of sexual assault or rape seek help. Rape kits include evidence gathering tools and sometimes emergency contraception. The charge would have been the result of new policies. It is not clear if the city ever charged victims, since Wasilla city records are destroyed after six years. Palin denies knowledge of the charges.
In new evidence reported on October 10, 2008, Dr. Colleen Murphy, formerly of the Alaska Violent Crimes Compensation Board, reports that she was approached by rape victims to cover the cost of their exams.

Alaska lawmakers outlawed the charging of victims a year later.

Palin claims no knowledge of the victims fees In an an email interview with Wasilla newspaper The Mat-Su Valley Frontiersman, Palin wrote it is "absurd" that victims should pay for rape kits, but did not answer the question if any victims were charged for these kits in Wasilla when she was mayor.

Croft claims that he finds "it hard to believe that for six months a small town, a police chief, would lead the fight against a statewide piece of legislation receiving unanimous support and the mayor not know about it."

Magic outraged by 'faking AIDS' joke
During the Chris Baker and Langdon Perry talk show on KTLK in Minneapolis. Baker and Perry joked that former NBA star Magic Johnson had faked acquiring AIDS to garner sympathy.
Baker asked Perry"You think Magic faked AIDS for sympathy?" Perry responded, "I'm convinced that Magic faked AIDS." Baker added "Yeah, me too."
Although diagnosed with the HIV Virus in 1991. Johnson has never been diagnosed with Acquired Immune Deficiency Syndrome.
The former NBA star and successful business man was insulted by the comments made on the radio show stating, "I am outraged that Chris Baker and Langdon Perry would minimize such a serious and deadly issue. Millions are dying from HIV/AIDS and the fact that they would make jokes about my status is unbelievable."
In response to the comments, the radio station announced that they would air public service ads on HIV and AIDS awareness.

Leaders deny world market closure
Italian Prime Minister Silvio Berlusconi said that political leaders were considering temporarily closing the world's financial markets while discussing how to rewrite international finance rules. Connecticut overturns gay marriage ban
The Connecticut Supreme Court, ruling that the previous state law on same-sex marriage discriminated against homosexuals, overturned the ban on gay marriage. The plaintiffs relied on equal protection and due process, two rights protected by the constitution, to support their case.
The ruling said "the segregation of heterosexual and homosexual couples into separate institutions constitutes a cognizable harm...We also conclude that our state scheme discriminates on the basis of sexual orientation."

McCain down among Latino voters
Recent polls show that John McCain is losing popularity with American Hispanics, who, according to sources, feel reluctant to vote for the Republican Party in the 2008 Presidential Election.
Many Latino voters support Barack Obama despite McCain's efforts in favor of the 2007 immigration reform. Apparently, some of them see the economy as first priority, and blame Republicans and their presidential candidate for the 2008 recession and crises. Others oppose the Republican immigration agenda.
The distribution of Latino voters across the country may prove to be a strategical advantage for the Democratic Party's nominee.

Atlantic City passes new smoking ban
A smoking ban in the casinos of Atlantic City will most likely be postponed for a year until the economy improves. But the ban will be in effect for at least a week until a final vote to delay it in the City Council. The ban was to start October 15, 2008, when casino voters and workers raised concern it could decrease tourism at a time when the economy is already in crisis. The city has preliminary decided to postpone the ban for one year, but the decision needs a final approval on October 22. Smoking will therefore be illegal on gambling floors in Atlantic City for at least a week.

Senate to investigate NSA eavesdropping
Two Arab linguists, both of whom previously worked as U.S. military intercept officers, have claimed to have been tasked by the NSA with listening in to phone calls made by Americans - including military officers and journalists - who were stationed overseas. Both Adrienne Kinne, who worked for the U.S. Army Reserves, and David Faulk of the U.S. Navy, have said that they eavesdropped on calls between Americans, many of which did not concern any potential threats to America's national security. Congress has begun an investigation into the claims.

Kinne acknowledges that it was well-known that the conversations being monitored were conducted between American citizens - often volunteers from organizations like the International Red Cross and Doctors Without Borders - and that these digressions may have distracted the group from finding genuinely useful information. She concedes, however, that some of the intercepts did provide useful information that could aid troops in the field, such as the locations of IED's.
