Julie Myers is an assistant secretary overseeing Homeland Security's Immigration and Customs Enforcement division. She was appointed to the position by George W. Bush in January, 2006. In November 2007, it was revealed that she was part of a three-judge panel at an office Halloween party that praised a potentially offensive costume.

In October 2007, Myers and the Department she represents came under fire for holding a Halloween costume party where some attendants wore racially-insensitive garb. A Department photographer snapped Myers and a white Homeland Security Department employee dressed in prison stripes, dreadlocks and dark makeup. She has since apologized, stating that some of the costumes were "inappropriate and offensive."
