Devon Miller

Devon Miller and his cousin Carlos Cruz were been charged with the April 13, 2008 killing of Chelsea Frazier.

Cruz and girlfriend Frazier were traveling to New York from Massachusetts when according to Cruz, they had to pull over because their 14 month old son was in the back seat fussing. Cruz told police that as they were pulled over, a green SUV pulled up behind them. A man came up to the car and took Cruz's chain and shot Frazier twice in the torso, killing her.

The stories that Cruz told police and the stories that he told relatives had many differences. On April 15, 2008, Cruz admitted to investigators that he hired his cousin Miller for $1,000 to meet them in a secluded area of the Bronx and kill Frazier. Both men have been charged. Fast Facts:
